In light of the global energy transition, the diversification of energy supply sources, and the increasing spread of renewable energy uses, Algeria has had to adopt a proactive strategy to develop its energy sector, as a fundamental pillar of economic development and national sovereignty.

This strategy aims to achieve two main objectives:

- Ensuring a long-term national energy security;

- Positioning Algeria as a reliable regional and international energy player, particularly in the African and European markets.

This vision was further strengthened by the government reshuffle on the date of 14 September 2025, through which the public authorities entrusted the Energy and Renewable Energies sector with missions that form the basis for establishing the new vision of the national energy policy and for implementing programs capable of ensuring long-term coverage of national energy needs.

This vision seeks to enhance the efficiency of the sector, strengthen national competitiveness, and encourage energy exports to Africa and Europe. Within this framework, the Ministry of Energy and Renewable Energies aims to achieve the following key objectives:

- Adapting the sector’s regulatory framework to new challenges;

- Ensuring that the sector plays a leading role as a driver of national economic development;

- Integrating into the national vision for modernizing and digitalizing the management processes of public institutions and entities;

- Establishing innovative mechanisms for valuing, training, and managing human capital;

- Laying the foundations for an energy transition based on a balanced, sustainable, and competitive national energy mix;

- Increasing the contribution of new and renewable energies to national production and directing them toward export;

- Promoting energy efficiency in cooperation with the various concerned sectors;

- Strengthening national integration in the electricity and gas industries;

- Promoting Algeria’s regional integration through structured energy partnerships;

- Ensuring effective integration into the European electricity market.

This vision is also reinforced by the orientations adopted by sector operators, who are required, in this context, to ensure that national energy ; request which is met under optimal conditions in terms of timeliness, quality, and cost, and to improve management processes through the following key actions:

- Ensuring the implementation of all approved sector programs within the established timelines;

- Preparing the best possible conditions to cope with peak summer electricity demand through sound management of the development and operation plans of electricity generation and transmission facilities;

- Supporting national efforts to strengthen local integration and increase local content in the production of equipment and services related to the electricity and gas industries;

- Monitoring the implementation of the strategy for digitalizing management processes;

- Continuing efforts to improve productivity and enhance the performance of core units;

- Implementing training programs for human capital and preparing new generations, as a fundamental condition for ensuring the long-term success of sector units;

- Preserving financial resources and revenues of sector units through joint measures to pool resources and needs, strengthen operational cooperation, and continuously improve resource utilization;

- Implementing sectoral strategies related to the development of new and renewable energies, particularly with regard to non-electric applications of nuclear energy, training in nuclear engineering, energy management, and hydrogen production (pilot sites);

- Reactivating and updating structural files related to the national model for electricity and gas consumption and pricing;

- Launching a reflection process aimed at restructuring the national electricity and gas tariff system;

- Respecting the established deadlines for preparing the various financial planning documents and financial management activities by the concerned units, within the framework of management dialogue, in accordance with Organic Law No. 18-15 of 2 September 2018, as amended, relating to finance laws and its implementing texts;

- Preparing the objectives and performance contract, which constitutes the framework for modernizing public administration and results-based budgeting, in accordance with Executive - - Decree No. 20-404 of 29 December 2020, defining the mechanisms for the delegation of appropriations.
