President of the Provincial People’s Assembly,

Honourable Members of Parliament from both chambers,

Representatives of the security and civil authorities,

Elected officials at the provincial and municipal levels,

Members of the media,

Peace, mercy, and blessings of Allah be upon you.

It is a source of pride and pleasure to be among you today in Djelfa Province. I thank you sincerely for the warm welcome extended to us. I am honored that Djelfa is the second stop in a series of working visits that fall within the framework of the field-visit program we will undertake across several provinces of the country, as part of the government’s efforts to strengthen the field-based approach adopted by the State in monitoring the implementation of its development programs throughout the national territory.

Ladies and Gentlemen,

Our presence today in Djelfa Province aims to assess the implementation of development programs, particularly the complementary development program for Djelfa Province, which has received special attention from the President of the Republic, Mr. Abdelmadjid Tebboune. This program seeks to accelerate local development, improve citizens’ living conditions, and strengthen infrastructure across the various districts and municipalities.

I would like to point out that the Ministry of Energy and Renewable Energies, in its new configuration following the recent government reshuffle of 14 September 2025, has entered a transitional phase that requires intensified efforts to formulate a comprehensive roadmap and define precise objectives that reflect the State’s energy orientations, making the sector a fundamental pillar in serving citizens and supporting the national economy.

In this context, the Ministry is implementing a broad development program aimed at improving the quality of public service in Djelfa Province, particularly with regard to strengthening electricity and gas networks, developing energy infrastructure, and expanding the use of renewable energies, in line with the growing demand for electricity and gas. Through these efforts, we also seek to support local economic activity—especially in agriculture, industry, and local investment—by ensuring the availability of the necessary energy conditions to sustain these activities and create real added value.

Ladies and Gentlemen,

This visit coincides with the decision of the President of the Republic, Mr. Abdelmadjid Tebboune, regarding the new administrative division, under which 11 administrative districts in the High Plateaus and the South were promoted to fully-fledged provinces. Djelfa Province received a significant share of this decision, with the promotion of two districts—Messaad and Aïn Oussera—to provincial status.

Under this new administrative division, the services of our ministerial department will ensure the provision of all necessary resources to support development in these new provinces, starting with the construction of headquarters for distribution directorates, as well as the allocation of recruitment quotas to facilitate the launch and operationalization of these directorates as soon as possible. This is part of our ongoing efforts to improve the quality of public service, in line with the priority set by the Algerian State and emphasized by the President of the Republic, Mr. Abdelmadjid Tebboune, through listening to citizens’ concerns, upgrading public services, and making them more effective, efficient, and responsive to daily needs.

In this regard, we reaffirm our full commitment to listening to the concerns of elected officials and the local executive bodies, and to examining all issues raised in connection with the energy sector at the provincial level. In coordination with local authorities and the relevant institutions, we will take the appropriate measures to improve the performance of the services under our ministry, ensuring the highest possible quality of public service and contributing to the strengthening of local development.

In conclusion, this visit represents a valuable opportunity to assess achievements on the ground, identify existing challenges, and outline more effective and realistic future action plans, in line with the State’s vision of achieving sustainable energy security and balanced economic development across all provinces of the country.
