It is an honor to stand before you today in the proud Province of Tizi Ouzou, which has welcomed us with great warmth. I sincerely thank you for your hospitality and reception. I am pleased that Tizi Ouzou is the second stop in the series of field working visits we are undertaking across several provinces of the country, in implementation of the recommendations of the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at bringing public authorities closer to citizens, listening to their concerns, improving public services, and enhancing living conditions throughout the national territory.
Ladies and Gentlemen,
Our visit today to Tizi Ouzou Province aims to assess the extent to which development programs are being implemented, as well as the performance of our ministerial services and their contribution to driving local development, improving citizens’ living conditions, and strengthening infrastructure across the various districts and municipalities.
On this occasion, I would like to point out that the Ministry of Energy and Renewable Energies, in its new configuration following the recent government reshuffle of 14 September 2025, has entered a transitional phase that requires intensified efforts to develop a comprehensive roadmap and define precise objectives that reflect the State’s energy orientations, making the sector a key pillar in serving citizens and supporting the national economy.
In this context, the Ministry is implementing a broad development program aimed at improving the quality of public service in Tizi Ouzou Province, where the electricity connection rate has reached 97% and the gas connection rate 93%. This is in addition to the achievements made in strengthening electricity and gas networks and developing energy infrastructure suited to the province’s geographical characteristics, and aligned with the growing demand for electricity and gas. Through these efforts, we also aim to support local economic activity, particularly in the agricultural, industrial, and local investment sectors, by providing the necessary energy conditions to sustain these activities and generate real added value.
Ladies and Gentlemen,
In this regard, we reaffirm our full commitment to listening carefully to the concerns of elected officials and the local executive bodies, and to examining all issues raised relating to the energy sector at the provincial level. In coordination with local authorities and the relevant institutions, we will take the necessary measures to improve the performance of the services under our ministerial authority, ensuring the highest quality of public service and contributing to the strengthening of local development.

In conclusion, and as I once again thank you for the warm welcome, I would like to stress that this visit represents a valuable opportunity to assess achievements on the ground, identify sectoral priorities in Tizi Ouzou Province, and outline more effective and realistic future action plans, in line with the Algerian State’s vision of achieving sustainable energy security and balanced economic development across all provinces of the country.
