Statement: The Minister of Energy and Renewable Energies, Dr. Mourad Adjal, on a working visit to the Republic of Mozambique

Acting on the instructions of the President of the Republic, Mr. Abdelmadjid Tebboune, Dr. Mourad Adjal, Minister of Energy and Renewable Energies, led a working visit to the Republic of Mozambique from 14 to 17 October 2025, at the head of a delegation comprising senior officials from Algeria’s energy and industry sectors. This included the President of the Algerian Council for Economic Renewal, the Chairmen and Chief Executive Officers of the Algerian companies Sonatrach, Sonelgaz, and Saidal, as well as executives from the Ministry of Energy and Renewable Energies.

At the start of his visit to Mozambique, on Wednesday, 15 October 2025, the Minister of Energy and Renewable Energies, Dr. Mourad Adjal, was granted a special reception by the President of the Republic of Mozambique, Mr. Daniel Francisco Chapo. On this occasion, the Minister conveyed a message of greetings and appreciation from the President of the Republic, Mr. Abdelmadjid Tebboune, to his counterpart in the Republic of Mozambique.

He subsequently outlined the objectives of this visit, which falls within the framework of following up on the roadmap of the cooperation program between the two countries and implementing the set of instructions issued by the President of the Republic of Algeria following his meeting with Mr. Daniel Francisco Chapo, President of the Republic of Mozambique, last September in Algeria. That meeting focused on exploring ways to establish a new and promising dynamic for partnership between the two countries.

Following this meeting, Dr. Mourad Adjal, Minister of Energy and Renewable Energies, initiated a series of important meetings and discussions with ministers and advisers from the Presidency of the Republic of Mozambique. An initial working session was held on the visit program and the proposals and projects it would include, aimed at advancing cooperation between the two sister countries.

In addition to the working session held on the same day at the headquarters of the Presidency of the Republic with Mr. Ricardo Xavier Sengo, Minister in charge of Civil Affairs at the Presidency of the Republic, the Minister of Mineral Resources and Energy, the Minister of Health, the Minister of Transport, the Minister of Economy, the Minister of Youth and Sports, advisers at the Presidency of the Republic, and the ambassadors of both countries, the Minister of Energy and Renewable Energies was also received by Mr. Estevão Pale, Minister of Mineral Resources and Energy, along with members of his ministerial department, advisers, and experts in the field. This meeting was devoted to presenting the status of the sector in Mozambique and discussing various proposals aimed at laying the foundations for effective cooperation and a strong partnership between the two countries.

On Thursday, 16 October 2025, Dr. Mourad Adjal was received by the Minister of Economy of the Republic of Mozambique, the Secretary of State in charge of Tourism, and several executives from their ministerial departments. The working session, held in the presence of members of the Algerian delegation, addressed a number of important files related to formulating a clear vision that would establish strong economic cooperation between the People’s Democratic Republic of Algeria and the Republic of Mozambique, commensurate with the aspirations of the leaderships and peoples of the two sister countries.

The working visit concluded with the signing of four important memoranda of understanding between economic operators from the Republic of Mozambique and each of the Sonelgaz Group, Sonatrach, Saidal, and the Algerian Council for Economic Renewal. These agreements frame the areas of partnership between the contracting parties, namely:

- The signing of a cooperation agreement between the Algerian Sonatrach Group and the National Hydrocarbons Company (ENH) of the Republic of Mozambique, for cooperation in the field of hydrocarbons.

- The signing of a cooperation agreement between Sonelgaz and Electricidade de Moçambique (EDM).

- The signing of a cooperation agreement between the Saidal Group and the Ministry of Health in the field of pharmaceutical manufacturing.

- The signing of a cooperation agreement between the Algerian Council for Economic Renewal and its counterpart in the Republic of Mozambique.

The visit also featured the organization of several important meetings and field visits with energy and economic operators in the Republic of Mozambique, aimed at discussing and shaping major partnership projects across various fields. In parallel, Dr. Mourad Adjal, Minister of Energy and Renewable Energies, held press meetings during which he spoke about the objectives of the visit, which primarily focus on advancing cooperation between the two countries and establishing an effective and fruitful partnership based on the win-win principle.

Through such cooperation, Algeria continues to strengthen its economic and energy presence at the continental level. The working visit carried out by the Minister of Energy and Renewable Energies, Dr. Mourad Adjal—his first foreign visit since assuming the portfolio of the Ministry of Energy and Renewable Energies—falls within the framework of implementing the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at enhancing efforts to expand investment opportunities in energy and renewable energies, within a strategic approach designed to consolidate Algeria’s position as a reliable and active partner in the path of sustainable development on the African continent.
