It is with great pleasure and honor that I stand today among the people of the historic Laghouat Wilaya, rich in its acknowledged cultural and historical heritage. I extend to you all my highest expressions of appreciation and gratitude for the warm welcome and generous hospitality—deeply rooted qualities that distinguish this land, which embodies national belonging in its finest form.
This field visit falls squarely within the roadmap drawn up by the Ministry, aimed at implementing the high directives of the President of the Republic, Mr. Abdelmadjid Tebboune, particularly those related to maintaining close contact with citizens, listening to their concerns, and translating State priorities into concrete projects that enhance the effectiveness of public services and improve their quality.
Ladies and Gentlemen,
Laghouat Wilaya is characterized by notable economic assets that make it a promising hub at both regional and national levels. It is a wilaya with a strong agricultural vocation and significant potential in the energy sector, supported by promising economic infrastructure that offers broad opportunities for investment. This combination positions the wilaya as a strategic space capable of contributing effectively to national food security and to driving sustainable development.
Our visit today reaffirms our firm commitment to closely monitoring the on-the-ground implementation of approved programs, reflecting the State’s determination to achieve balanced and inclusive development across all wilayas of the country. This is achieved through assessing the performance of the sector in Laghouat Wilaya, evaluating the progress of development programs and projects in the energy sector, improving infrastructure, upgrading services, and supporting strategic projects.
Ladies and Gentlemen,
The Ministry of Energy and Renewable Energies places among its top priorities the implementation of a broad development program aimed at improving the quality of public services across all wilayas of the country, including Laghouat Wilaya. The wilaya benefits from an installed capacity of 1,790 MVA, while the electricity connection rate stands at 87% and the gas connection rate at 83%. These achievements are complemented by efforts to strengthen electricity and gas networks and to develop energy infrastructure adapted to the geographical characteristics of the wilaya and aligned with the growing demand for electricity and gas.
In this context, we reaffirm our full commitment to listening to the concerns of elected officials and the local executive authorities, and to examining all issues related to the energy sector at the wilaya level. In coordination with local authorities and the relevant bodies, we will take the appropriate measures to improve the performance of services under our ministerial authority, ensuring the highest possible quality of public service and contributing effectively to local development.
Ladies and Gentlemen,
This visit also comes only weeks after the decision of the President of the Republic, Mr. Abdelmadjid Tebboune, regarding the new administrative division, under which eleven administrative districts in the High Plateaus and the South were promoted to full-fledged wilayas. Laghouat was among the wilayas concerned, with the promotion of the Aflou area to a wilaya with full powers.
Under this new administrative framework, the services of our Ministry will ensure the provision of all necessary means to support development in these newly promoted wilayas, starting with the construction of headquarters for distribution directorates and the allocation of recruitment quotas. These measures will contribute to the effective launch of these directorates and their entry into service as soon as possible, as part of our ongoing efforts to improve the quality of public services and make them more efficient, effective, and responsive to citizens’ daily needs.
