Speech by the Minister of Energy and Renewable Energies, Dr. Mourad Adjal, during the meeting with the Wali of Ghardaia ; and the elected officials

In the name of Allah, the Most Gracious, the Most Merciful, and peace and blessings be upon the best of all creation,
Mr. Wali of Ghardaia Wilaya,
Mr. President of the Wilaya People’s Assembly,
Ladies and Gentlemen, Members of Parliament of both chambers,
Distinguished representatives of the security and civil authorities,
Heads of daïras,
Presidents of municipalities,
Elected members at the wilaya and municipal levels,
Ladies and Gentlemen Executive Directors,
Members of the media,
Peace, Allah’s mercy and blessings be upon you,
It is with great pride and honor that I stand before you today in this dear wilaya of Ghardaia, the jewel of the M’zab Valley. I extend to you all my highest expressions of thanks and appreciation for the warm welcome and generous hospitality—deeply rooted qualities that have long characterized this land, known for its spirit of brotherhood and solidarity.
I am pleased that Ghardaia Wilaya is among the first stops in the program of field visits we are conducting across the different wilayas of the country, in implementation of the directives of the President of the Republic, Mr. Abdelmadjid Tebboune. These directives aim to strengthen direct communication with citizens, listen to their concerns, and enhance public service delivery in a manner that improves living conditions and advances local development throughout the national territory.
Ladies and Gentlemen,
The distinctive economic profile of Ghardaia Wilaya represents a vital pillar in the fields of agriculture and Saharan farming, as well as in commercial activities and small industries that contribute to supporting the local economy and creating employment opportunities. Ghardaia also stands as a meeting point between economic and tourism dimensions, making it a model of sustainable development that combines the preservation of cultural identity with the strengthening of local economic capacities.
These factors place Ghardaia Wilaya—like many southern wilayas—among the priorities of the energy sector. Accordingly, today’s visit to Ghardaia comes within the framework of the Ministry’s program aimed at assessing the performance of the energy and renewable energies sector, and at reviewing on the ground the progress of development energy programs and projects. This is pursued through improving infrastructure, upgrading services, and supporting strategic projects intended to strengthen energy security and enhance the quality of electricity and gas supply across the wilaya.
Ladies and Gentlemen,
The Ministry of Energy and Renewable Energies places among its top priorities the implementation of a broad development program aimed at improving the quality of public services across all wilayas of the country, particularly Ghardaia Wilaya. The wilaya benefits from an installed capacity of 1,120 MVA, while the electricity connection rate reaches 94% and the gas connection rate stands at 74%. These achievements are complemented by efforts to strengthen electricity and gas networks and to develop energy infrastructure adapted to the geographical nature of the wilaya and aligned with the growing demand for electricity and gas.
Through these efforts, we also seek to support local economic dynamics—especially in agriculture, industry, and local investment—by providing the necessary energy conditions to sustain these activities and create real added value. This, in turn, enhances the overall performance of the sector and supports the path of comprehensive development in line with national orientations toward balanced and sustainable development.
In this context, we reaffirm our full commitment to listening carefully to the concerns of elected officials and the local executive authorities, and to examining all issues raised in relation to the energy sector at the wilaya level. In coordination with local authorities and the relevant bodies, we will take the appropriate measures to improve the performance of services under our ministerial authority, ensuring the highest quality of public service and contributing effectively to the strengthening of local development.

In conclusion, I would like to emphasize that this visit represents a valuable opportunity to assess achievements on the ground, identify existing challenges, and outline more effective and realistic future courses of action, in line with the State’s vision aimed at achieving sustainable energy security and balanced economic development across all wilayas of the country.
