Mr. Wali of the Wilaya of In Guezzam,

Elected officials at the wilaya and municipal levels,

Peace, mercy, and blessings of Allah be upon you,
It is a source of great pride and pleasure for me to be among you today, among my brothers and sisters from the Wilaya of In Guezzam—this wilaya which carries within it a rich cultural heritage reflecting the authenticity of Saharan society, with its deep-rooted customs and traditions. It also represents an economic bridge for exchange with neighboring countries. This combination of cultural depth and strategic location makes it a pivotal point in strengthening national belonging and supporting economic and cultural development in southern Algeria. I would also like to thank you for the warm welcome and generous hospitality for which the people of In Guezzam are well known.
Our visit today to the Wilaya of In Guezzam comes within the framework of the roadmap drawn up by our ministerial department, in implementation of the high instructions of the President of the Republic, Mr. Abdelmadjid Tebboune—particularly with regard to maintaining a constant presence alongside citizens, listening to their concerns, and working to implement concrete projects that enhance the effectiveness of public services and improve the quality of services provided.
Ladies and Gentlemen,
The Wilaya of In Guezzam enjoys significant economic particularities, especially in the field of energy, given its geographical location and vast area, which makes it one of the largest southern wilayas in Algeria. The wilaya is also among the promising regions in the field of renewable energies, particularly solar energy, qualifying it to host strategic projects for the production of clean electricity and to support the energy transition.
Our visit today reaffirms our firm commitment to closely monitoring the on-the-ground implementation of approved programs, reflecting the State’s determination to achieve balanced and comprehensive development across all wilayas of the country. This is achieved through evaluating the sector’s performance in the Wilaya of In Guezzam, conducting field inspections of the progress of development programs and projects in the energy sector, improving infrastructure, developing services, and supporting strategic projects.
As you are aware, since its promotion to a fully-fledged wilaya in 2019, the services of the Ministry of Energy have intensified their efforts to support local development in the Wilaya of In Guezzam. This has been achieved by improving energy supply, strengthening energy infrastructure and administrative facilities, and encouraging investments related to renewable energies, thereby helping to reduce isolation, stimulate economic activity, and achieve sustainable development in line with the wilaya’s environmental and geographical specificities.
Today, within its priorities, the Ministry of Energy and Renewable Energies is implementing a broad development program aimed at improving the quality of public services across all wilayas of the country, including the Wilaya of In Guezzam, which currently benefits from an electricity connection rate of 81%. This is in addition to achievements related to strengthening electricity networks and developing energy infrastructure adapted to the geographical nature of the wilaya and aligned with the level of energy demand.
Ladies and Gentlemen,
Within the framework of the State’s efforts to enhance local development and improve living conditions in the southern wilayas, and in line with the national policy aimed at promoting southern regions, we have decided to support the Wilaya of In Guezzam with a Liquefied Petroleum Gas (LPG) station. This station constitutes a key component in strengthening the local energy system, as it ensures the availability of clean fuel at a reasonable cost, meeting the needs of transport and economic activity in a wilaya that is among the largest and most geographically remote in the south.
The adoption of LPG is also consistent with national orientations in the field of energy transition and sustainable development, as it is a less polluting energy source compared to conventional fuels and contributes to preserving the environmental balance of the Saharan ecosystem. Through such energy projects, the State seeks to create local economic momentum and improve quality of life, reflecting its commitment to making energy a true lever for sustainable development in the southern wilayas. This project also represents an important facility for supporting local economic activity and generating economic dynamics linked to energy services.

In this context, we reaffirm our full readiness to listen carefully to the concerns of elected officials and the local executive bodies, and to examine all issues raised related to the energy sector at the wilaya level. We will work, in coordination with local authorities and the relevant bodies, to take appropriate measures to improve the performance of services under our ministerial department, ensuring the best possible level and quality of public service and contributing to the strengthening of the local development process.

In conclusion, I reiterate our firm commitment to continuing to work diligently and sincerely to meet the aspirations of our citizens for development and prosperity. I also stress the importance of strengthening joint efforts to build a prosperous energy future based on efficiency, innovation, and hard work. I once again extend my sincere thanks to all local authorities, executives, and stakeholders for the warm welcome and generous hospitality.
