Wilaya of Bordj Badji Mokhtar – (29 December 2025)

In the name of Allah, the Most Gracious, the Most Merciful, and may peace and blessings be upon the noblest of all messengers,

Mr. Minister of the Interior, Local Authorities and Transport,

Mr. Wali of the Wilaya of Bordj Badji Mokhtar,

Mr. President of the Wilaya People’s Assembly,

Honourable Members of both chambers of Parliament,

Mr. Chief Executive Officer of the Sonelgaz Group,

Representatives of the security and civil authorities,

Heads of daïras,

Esteemed notables,

Presidents of municipalities,

Elected officials at the wilaya and municipal levels,

Senior officials of the Ministry,

Executive directors,

Members of the media family,

Peace, mercy, and blessings of Allah be upon you,

It gives me great pleasure and honor to be among you today in the Wilaya of Bordj Badji Mokhtar, a land of culture and authenticity. At the outset, I would like to extend my sincere thanks and deep appreciation for the warm welcome and generous hospitality, which truly reflect the generosity of the region and its people. I am also pleased that the Wilaya of Bordj Badji Mokhtar is included in the schedule of visits programmed within the roadmap set out by the Ministry, in implementation of the high instructions of the President of the Republic, Mr. Abdelmadjid Tebboune—particularly with regard to visiting the wilayas, listening to citizens’ concerns and needs, and translating them into concrete priorities and realistic projects that enhance the effectiveness of public services and raise the quality of public service delivery.

Ladies and Gentlemen,

Our visit today reaffirms the commitment of the Ministry of Energy and Renewable Energies to on-the-ground monitoring of the implementation of approved development programs, reflecting the State’s determination to achieve balanced and comprehensive development across all wilayas of the country. We are here today with you to assess the level of performance of the sector in the Wilaya of Bordj Badji Mokhtar, and to conduct field inspections of the progress made in development programs and projects in the energy sector, the improvement of infrastructure, the development of services, and the support of strategic projects—taking into account the unique assets that make Bordj Badji Mokhtar a model to be emulated in sustainable economic development.

This wilaya constitutes a vital pillar in the national development process, thanks to its significant economic specificities, including diverse natural resources and a strategic geographical location. All these factors make Bordj Badji Mokhtar a key hub for boosting economic activity, developing infrastructure, and creating employment opportunities, thereby directly contributing to driving national development and achieving the objectives of sustainable economic growth.

Ladies and Gentlemen,

The Ministry of Energy and Renewable Energies places among its top priorities the implementation of a broad development program aimed at improving the quality of public services provided to citizens in a balanced manner across all wilayas of the country, including the Wilaya of Bordj Badji Mokhtar, which currently benefits from an electricity connection rate of 98%. This is in addition to the achievements made in strengthening electricity networks and developing energy infrastructure adapted to the geographical nature of the wilaya and aligned with the level of energy demand.

Within the framework of the national policy to promote southern wilayas and improve living conditions, the State has decided to support the Wilaya of Bordj Badji Mokhtar with a Liquefied Petroleum Gas (LPG) station, as a strategic facility to strengthen the local energy system. This station will contribute to providing clean fuel at affordable prices, meeting the needs of transport and economic activity in one of the largest and most remote southern wilayas. The project also falls within the orientations of energy transition and sustainable development, given the positive environmental impact of this fuel. It further contributes to stimulating local economic activity and improving quality of life, making energy a fundamental lever for sustainable development in the region.

Furthermore, and out of our commitment to taking appropriate measures to improve the performance of services under our ministerial department—ensuring the best possible level and quality of public service and contributing to strengthening the local development process—we stand before you today with open ears, listening attentively to the concerns of elected officials and the local executive bodies. We will examine all issues raised related to the energy sector at the wilaya level and work to address them.

Ladies and Gentlemen,

In conclusion, I can only express my deep pride in the sincere determination and collective will I have witnessed to build a promising energy future for our country. I reaffirm that the projects we are implementing in the wilaya represent a genuine commitment to the citizen and to balanced development across all wilayas of the nation. I also renew my thanks to everyone, each according to their role and position, for the warm welcome and generous hospitality.

May Allah grant us success in what serves the best interests of Algeria and its people.
