Working visit of Dr. Mourad Adjal, Minister of Energy and Renewable Energies, to the Republic of Mozambique

On behalf of the President of the Republic, Mr. Abdelmadjid Tebboune, Dr. Mourad Adjal, Minister of Energy and Renewable Energies, led a working visit to the Republic of Mozambique from October 14 to 17, 2025. He headed a delegation of senior officials from Algeria’s energy and industrial sectors, including the Chairman of the Algerian Council for Economic Renewal, the CEOs of Sonatrach, Sonelgaz, and Saidal, as well as senior staff from the Ministry of Energy and Renewable Energies.

At the start of his visit on Wednesday, October 15, 2025, Dr. Adjal received a special welcome from the President of Mozambique, Mr. Daniel Francisco Chapo, conveying greetings and appreciation from President Abdelmadjid Tebboune.

Dr. Adjal outlined the objectives of this visit, which aims to follow up on the roadmap of the bilateral cooperation program and implement the directives issued by the Algerian President following his September meeting in Algeria with President Chapo, focusing on establishing a promising new dynamic for partnership between the two countries.

Following this reception, Dr. Adjal held a series of important meetings and discussions with ministers and presidential advisors in Mozambique, including an initial working session on the visit program and potential proposals and projects to advance cooperation between the two sister countries.

On the same day, a working session was held at the presidential office with Mr. Ricardo Xavier Sengo, Minister in charge of Civil Affairs at the Presidency, the Minister of Mineral Resources and Energy, the Ministers of Health, Transport, Economy, Youth and Sports, presidential advisors, and the ambassadors of both countries. Dr. Adjal was also received by Mr. Estevão Pale, Minister of Mineral Resources and Energy, along with members of his ministerial team, advisors, and experts, to present the status of Mozambique’s energy sector and discuss proposals to establish effective cooperation and strong partnerships.

On Thursday, October 16, 2025, Dr. Adjal met with the Mozambican Minister of Economy, the Secretary of State in charge of Tourism, and several officials from their ministry. The working session, attended by the Algerian delegation, focused on drafting a clear vision for strong economic cooperation between Algeria and Mozambique, meeting the ambitions of both countries’ leadership and peoples.

The visit concluded with the signing of four important memoranda of understanding between Mozambican economic operators and Sonelgaz, Sonatrach, Saidal, and the Algerian Council for Economic Renewal. These agreements structure partnership areas between the parties and include:

A cooperation agreement between Sonatrach and Mozambique’s national oil company ENH in the hydrocarbons sector.

A cooperation agreement between Sonelgaz and Electricidade de Moçambique (EDM).

A cooperation agreement between Saidal and the Mozambican Ministry of Health in pharmaceutical manufacturing.

A cooperation agreement between the Algerian Council for Economic Renewal and its Mozambican counterpart.

The visit also included several field meetings with energy and economic operators in Mozambique to discuss and develop major partnership projects. On the sidelines, Dr. Adjal held press meetings in which he highlighted the visit’s objectives, focusing on advancing bilateral cooperation and establishing a mutually beneficial partnership between the two countries.

Through such cooperation, Algeria continues to strengthen its economic and energy presence across Africa. This working visit, Dr. Adjal’s first official trip since assuming the Ministry of Energy and Renewable Energies, aligns with the directives of President Abdelmadjid Tebboune to expand investment in energy and renewable energies within a strategic approach aimed at consolidating Algeria’s position as a trusted and active partner in sustainable development on the continent.
