First National Meeting of Energy and Renewable Energies Sector Officials

The Minister of Energy and Renewable Energies, Dr. Mourad Adjal, today, Saturday, November 15, 2025, supervised the opening ceremony of the “First National Meeting of Energy and Renewable Energies Sector Officials,” which witnessed the participation of the Minister of State, Minister of Hydrocarbons and Mines, Mr. Mohamed Arkab, and the Secretary of State to the Minister of Hydrocarbons and Mines in charge of Mines, Mrs. Karima Tafer, alongside the managing executives of the two ministerial offices and the officials of the Energy and Renewable Energies sector.

At the beginning of his speech, the Minister, Dr. Mourad Adjal, explained that this meeting falls within the framework of the continuous dynamism of the sector, which aims, according to him, to review the achievements during the past period and evaluate its performance with the transparency and objectivity required by the stage. The Minister also considered the meeting an important opportunity to formulate a future vision that translates into a clear “roadmap,” defining the priorities of the next phase for the sector in line with the strategic orientations of the Algerian state and its aspirations for sustainable energy security and comprehensive economic development.

In this context, the Minister of Energy and Renewable Energies, Dr. Mourad Adjal, confirmed that the sector has drawn a roadmap placing at its core the priority of the President of the Republic, Mr. Abdelmadjid Tebboune, concerning improving the level of public service for Algerian citizens and meeting their basic energy needs, ensuring a quality living framework for all Algerians by providing access to electricity and gas, and guaranteeing the energy needs of the industrial and agricultural sectors. In this context, the sector’s chief, Dr. Mourad Adjal, reviewed numerically the total achievements of the sector, especially regarding electricity and gas coverage rates and the implementation of the President of the Republic’s programs.

On another level, the Minister, Dr. Mourad Adjal, spoke about the new sector structure, which will enable the ministry to focus its efforts on accelerating the achievement of national objectives related to diversifying its energy resources and achieving a balanced energy mix that employs all available energy sources. This change required, according to the Minister, drafting two highly important executive decrees, concerning the organization of the central administration of the Ministry of Energy and Renewable Energies and the Ministry of Hydrocarbons and Mines, aiming to clarify tasks, improve governance, and strengthen monitoring mechanisms, along with drafting the circular regulating labor relations for the energy and mines directorates in the wilayas and ministerial bodies, to ensure smooth passage of this transitional phase witnessed by the sector.

In discussing the sector’s prospects and ambitions, the Minister confirmed that establishing the Ministry of Energy and Renewable Energies embodies the will of the President of the Republic, Mr. Abdelmadjid Tebboune, and the government, to give the sector the necessary importance, keen to accelerate the pace of implementing the energy transition program. He recalled the sector’s efforts to diversify energy sources and provide comprehensive and sustainable solutions to environmental challenges, preserve the country’s natural resources, and achieve energy transition goals, which would place Algeria in its deserved position in future energy markets. The Minister referred to the project to produce 15,000 MW from renewable energies by 2035, with the first phase of the program launched with a capacity of 3,200 MW across 14 wilayas. In addition, supplying isolated and off-grid areas, especially in the southern regions, with individual solar energy systems, as well as off-grid photovoltaic solar stations.

The Minister also spoke about the sector’s efforts to gradually develop green hydrogen and promote nuclear energy, particularly for medical use. The sector will direct the Nuclear Research Center towards producing radioactive isotopes and radiopharmaceuticals necessary for patient diagnosis and treatment, a measure that will reduce imports of radiopharmaceuticals, improve patient care, and shorten treatment periods. He also mentioned acquiring nuclear radiation protection equipment and managing radioactive waste. The Minister also discussed Algeria’s ambition to expand in the continental and European energy market as a leading and reliable partner.

For his part, the Minister of State, Minister of Hydrocarbons and Mines, Mr. Mohamed Arkab, confirmed the importance of this meeting, which embodies, according to him, the spirit of integration and coordination among various actors in the national system and reflects the state’s strategic orientation towards modernizing the sector and enhancing its performance in service of sustainable development in the country.

Enriching the meeting program, a number of presentations were delivered outlining the main axes that clarify the features of the sector’s future phase, including a presentation of the two executive decree projects related to organizing the central administration of the Ministry of Energy and Renewable Energies and the Ministry of Hydrocarbons and Mines. Then the circular regulating labor relations for the energy and mines directorates in the wilayas and ministerial bodies was presented, followed by a paper containing guidelines for budget supervision, and then a paper on the provisions of the 2026 Finance Law draft. The program of presentations concluded with a discussion on the information system of the Ministry of Energy and Renewable Energies.

In conclusion, the Minister, Dr. Mourad Adjal, praised the efforts of the sector’s workers and actors in implementing the Algerian state programs, which achieve its ambitious developmental strategy establishing an energy-secure and economically strong Algeria, calling on everyone to double efforts and work within the framework of exchange, constructive dialogue, and coordination to improve the level of public service.
