In the second stage of the working visit program undertaken by the Minister of Energy and Renewable Energies to several Wilayas of the country to assess the level of performance of the sector’s services at the local level, Dr. Mourad Adjal, on December,1st 2025, paid a visit to the Wilaya of Tizi Ouzou, at the head of a delegation comprising senior executives from his ministerial department and executives from the Sonelgaz Group. He was received by the Governor of the Wilaya, Mr. Abou Bakr Esseddik Boucetta, along with a delegation of representatives of the security services and local authorities.
At the outset of the visit, Dr. Mourad Adjal, accompanied by the Wali ; and the accompanying delegation, carried out an inspection visit to the Electro-Industries Azazga plant, located in the Municipality of Freha, where a comprehensive presentation was delivered by the General Manager of the plants on the factory’s activities and production capacities within the framework of promoting national industry in the energy sector. The Minister also listened to a second presentation concerning the company Vijay (India). On this occasion, the Minister issued instructions calling for the acceleration of the pace of works, considering that the 100% integration of the Electro-Industries plant constitutes a major gain for the Sonelgaz Group and, consequently, for the national economy, particularly in light of ambitions to position in African markets. The Minister also emphasized that these projects significantly contribute to the employment of skills and the creation of job opportunities in the region.
As a continuation of the visit program, Dr. Mourad Adjal held a working meeting with the Governor of the Wilaya of Tizi Ouzou, Mr. Abou Bakr Esseddik Boucetta, in the presence of representatives of the executive body, elected officials, and representatives of local authorities.
In his opening address to the proceedings of the meeting, held at the provincial headquarters, and after commending the level of performance of the ministry’s services, the Governor addressed a number of concerns raised by the Wilaya regarding the energy sector, including the relocation of high-voltage power lines away from residential areas, as well as the connection of certain isolated areas to energy services.
For his part, the Minister of Energy and Renewable Energies, Dr. Mourad Adjal, stated that the energy sector is implementing a broad development program aimed at improving the quality of public service in the Wilaya of Tizi Ouzou, where the electricity connection rate has reached 97% and the gas connection rate 93%. This comes in addition to the achievements made in strengthening electricity and gas networks and developing energy infrastructure suited to the geographical nature of the Wilaya and consistent with the increasing demand for electricity and gas. He added that the roadmap adopted by the Ministry aims to support local economic activity, particularly in the agriculture, industry, and local investment sectors, by providing the necessary energy conditions to support these activities and create real added value.
The meeting proceedings also included the presentation of a report on the level of performance of the sector in the Wilaya of Tizi Ouzou, which included the main figures related to the supply of electricity and gas, the electrification and gas distribution program, as well as an overview of the status of projects under implementation and development programs.
In conclusion, the Minister listened to the concerns of elected officials and the local executive body, and issued instructions emphasizing the need for coordination with local authorities and the concerned bodies in order to take the appropriate measures to improve the performance of the services under the Ministry, in a manner that ensures the best and highest quality of public service and contributes to strengthening the path of local development.
In the final stage of the working visit that led him to Tizi Ouzou, the Minister of Energy and Renewable Energies, Dr. Mourad Adjal, accompanied by the Wali of the Wilaya, Mr. Abou Bakr Esseddik Boucetta, and the accompanying delegation, traveled to the Municipality of Sidi Naâman, in the Draa Ben Khedda district. There, the Minister inspected the project for the construction of the main transformer station 220/60/30 kilovolts, where he listened to explanations provided about the project and observed the pace of progress of works on this important electrical facility, which is intended to strengthen the electricity network and improve the quality and continuity of service, thereby enhancing and securing the electricity supply at the level of the Wilayas of Tizi Ouzou and Boumerdes.
