The Minister of Energy and Renewable Energies, Dr. Mourad Adjal, carried out a working and inspection visit to the Wilaya of Khenchela on December, 8th 2025, accompanied by a high-level delegation of executives from the Ministry and the Sonelgaz Group. He was received by the Wali of the Wilaya, Mr. Salim Harizi, along with representatives of the local and security authorities.
As part of this visit, Dr. Mourad Adjal held a working meeting with the Wali of the Wilaya of Khenchela, Mr. Salim Harizi, in the presence of representatives of the executive body, elected officials, and representatives of local authorities. In his opening address to the meeting, held at the Wilaya headquarters, the Wali addressed the importance of the energy sector in improving citizens’ living conditions and supporting institutional activity, noting that the management of this vital sector requires close coordination between the local administration and the Ministry’s structures, in order to ensure effective management of energy-related services, define priorities, and address the various concerns raised by citizens. The Wali also considered this visit an opportunity to strengthen cooperation between the different bodies and activate joint working mechanisms in the service of the public interest.
For his part, the Minister of Energy and Renewable Energies, Dr. Mourad Adjal, expressed his pride in visiting this historic Wilaya, affirming his commitment to assessing the level of performance of the sector at the local level by examining the extent of implementation of development programs, particularly the complementary development program in the Wilaya of Khenchela. This program receives special attention from the President of the Republic, Mr. Abdelmadjid Tebboune, as a lever to boost local development, improve citizens’ living conditions, and strengthen infrastructure across the various districts and municipalities.
The meeting proceedings also included the presentation of a report on the performance of the energy sector in the Wilaya of Khenchela, covering key figures related to the supply of electricity and gas, electricity connection and gas distribution programs, as well as an overview of the status of projects under implementation, development programs, and the complementary program decided by the President of the Republic. A presentation was also delivered on the Wilaya’s development plan for the 2026–2030 horizon.
In conclusion, the Minister listened to the needs and concerns of elected officials and members of the local executive body, and issued instructions emphasizing the need for coordination with local authorities and the relevant bodies to take appropriate measures to improve the performance of the services under the Ministry, in a manner that ensures the best level of public service and contributes to strengthening the path of local development.
Within the framework of the same visit, the Minister, accompanied by the Wali of the Wilaya, Mr. Salim Harizi, also traveled to the Municipality of Remila to review the status of the combined-cycle power generation plant (natural gas–steam) with a capacity of 1,266.71 megawatts. He listened to a detailed presentation on this vital project, which was completed to meet the growing demand for electrical energy in the region and to provide additional support to the national grid, in line with the pace of development witnessed by the country. This plant was constructed using the latest modern technologies, enabling improved supply to agricultural investments, the development of basic service infrastructure, and the achievement of significant energy savings thanks to the plant’s high efficiency.
This project represents a strategic step toward modernizing the electrical system and strengthening production capacities, ensuring improved quality and continuity of electricity supply. It also contributes to driving local economic development, particularly in the agricultural and industrial sectors, and to enhancing the national grid’s ability to keep pace with the future increase in energy demand.
On this occasion, the Minister of Energy and Renewable Energies, Dr. Mourad Adjal, issued a set of directives aimed at upgrading public service delivery, while emphasizing the necessity of meeting citizens’ expectations by ensuring the quality and continuity of their supply of electricity and gas.
