Dr. Mourad Adjal, Minister of Energy and Renewable Energy, took part on Tuesday, 03 November 2026, in the proceedings of the high-level workshop entitled “Climate Finance and Carbon Markets: Towards an Integrated and Sustainable National Governance Strategy”, held under the high patronage of the Prime Minister, at the Abdelatif Rahal International Conference Centre in Algiers. The event was attended by members of the Government, representatives of national and international bodies and institutions, as well as members of the diplomatic corps accredited to Algeria.
In his address during the opening session, the Minister, Dr. Mourad Adjal, emphasised the strategic importance of climate finance in keeping pace with the transformations taking place in energy systems worldwide, considering it a key mechanism for mobilising financial resources and directing investments towards projects that contribute to reducing emissions, developing clean energy, and enhancing the sustainability of the energy system.
The Minister reviewed Algeria's efforts in the field of energy transition, highlighting the National Renewable Energy Development Program, which aims to achieve a total installed generation capacity of 15,000 MW by 2035. He also addressed Algeria's strategic orientation towards developing the hydrogen sector, in view of the country's national potential, which qualifies it to play a pivotal regional role in this field. In this regard, he presented the Southern Hydrogen Corridor (SoutH2 Corridor) project, which reflects the importance of regional and Euro-Mediterranean cooperation in developing green energy.
In this context, the Minister stressed that achieving these ambitions requires mobilising substantial investments and providing appropriate financing mechanisms through facilitating access to concessional financing, developing public-private partnerships, and strengthening international cooperation, thereby improving the economic and financial viability of projects and accelerating their implementation.
He also emphasised the need to strengthen coordination and integration among the various national sectors and institutions, and to intensify cooperation with international financial institutions and relevant partners, with a view to developing innovative financing mechanisms and benefiting from international expertise and experience in addressing climate challenges.
At the conclusion of his address, the Minister expressed his hope that the proceedings of this workshop would lead to the development of practical approaches and effective financing mechanisms, as well as the exploration of new investment and partnership opportunities, thereby supporting Algeria's energy transition process and contributing to the achievement of sustainable development goals.
